As I understand this mess, you can get 4x Ultra (4x 50%) stoves in the following ways:
1) complete the Blue Carnival Quest, the final goal gives one Carousel 4x Ultra Stove
2) play the minigames 200 times and you will receive one 4x Ultra Stove
3) finish a Memory game with 7 flips (at that point, it has nothing to do with memory, it's all about luck) and you will win one 4x Ultra stove every time you manage that
These are the currently available options to get 4x 50% stoves. The Red Carnival Quest is yet to be released, but I'd guess that goal will also give a 4x 50% stove. Same for the Duck Pond minigame, it will be released sometime later, and I'd guess it will work the same way as the Memory Game.
If you collect a, nowhere mentioned, number of Strengths you will receive a regular 50% stove, when the whole event ends.
As for the buildable, you will need to finish stage 2 of it for the 3rd goal, and stage 5 for the 11th goal of the Blue Carnival Quest. I'll gamble a guess that you will need to finish it all the way to stage 10 for the Red Carnival Quest. Once finished, the buildable gives three regular 50% stoves.
It is yet to be seen what the two new catering orders will have as prizes, and in which manner will those be involved, if at all, in the Red Carnival Quest.
Once again, this is my understanding of this carnival feature, and it may or may not be accurate.
